Public Meeting Development Charges Background Study 2026
Development Charges Act, 1997
The Town of Aylmer is in the process of reviewing its Development Charges. As per Section 10(4) of the Development Charges Act; “(4) The council shall ensure that a development charge background study is made available to the public at least 60 days prior to the passing of the development charge by-law and until the by-law expires or is repealed by posting the study on the website of the municipality or, if there is no such website, in the municipal office. 2015, c. 26, s. 5 (3)”
The Development Charges Act, 1997 provides Council with the authority to pass a by by-law to impose Development Charges. The Act requires that a Development Charges Background Study and a new Development Charges By-law (By-law) must be completed at least once every five years. The Background study takes the following into account:
• A forecast of the amount, type and location of development, population
• The historical level of capital service levels
• A review of future capital projects to provide for the expected development.
Public Meeting
The Development Charges Act also requires that the municipality must hold at least one Public Meeting to present the updated Development Charges Background Study and proposed Development Charges Rates. Once all of the requirements are met a new By-law is passed based upon the results of the Background Study.
The Council of the Corporation of the Town of Aylmer will hold a hybrid (in-person at 25 Centre Street, Aylmer, ON and virtual) public meeting on Wednesday June 3, 2026 at approximately 7:00 p.m. pursuant to section 12 of the Development Charges Act, 1997, as amended, with a public livestream available at www.youtube.com/TownofAylmer. The public is invited to participate in the hybrid meeting and to provide verbal and written comments regarding the municipality’s proposed development charges (D.C.) by-law and underlying background study.
The Town of Aylmer retained Watson & Associates Economists Ltd. (Watson) to undertake a new D.C. by-law and underlying background study. D.Cs are fees collected to help pay for the cost of growth infrastructure required to service new development such as water/sewer infrastructure, fire, police and library facilities. The proposedD.C. by-law will affect all development within the Town of Aylmer.
Any person or organization may attend the Hybrid Public Meeting and/ or make written or verbal representation either in support of, or in opposition to the proposed D.C. by-law and background study. If you wish to attend the Public Meeting virtually, please contact the Manager of Planning and Development by email at [email protected] or by phone by no later than noon on June 3rd, 2026, to receive an invitation to the meeting. Verbal representation for the Hybrid Public Meeting may be provided in-person, electronically or by phone. Written comments can be submitted by email to the Manager of Planning and Development or in-person to the Town Hall Office by no later than noon on June 3rd, 2026.

The proposed D.C. by-law and background study is also available for review between 8:00 a.m. and 5:00 p.m. weekdays at Aylmer Town Hall.
